Approximation of Mafio after obtaining "Master" rank in clan before setting out to create "American Ninjas" (not permission to create entire new clan - but to create a special group of non-asian ninjas from children to be raised in the proper way to breed clan loyalty and produce ninjas that can without makeup blend into European cities). To increase his influence and power within the clan, Silent Mountain will make the American/European experience pay, first getting clients/missions approvable by the clan and thereby gain sufficient autonomy to approve jobs on the spot....from "researcher/warrior" to "local field rep" to "Branch Manager"?
