Guideline for "Justice 89" Gurps RPG system characters
- with world notes interposed -
[3rd edition - 4th ed ones will be similiar in tone]

Points to build with:

  • A) 175 base for our heroic/cinematic types
  • B) UNLimited disadvantages (but remember, "It is Not a disadvantage if it doesn't haunt you horribly at some time in the campaign.") [Sub Note: 90 pts of an enemy is a very bad thing and hanging around with someone who has one is very Un Healthy though it makes for exciting movies.]
  • C) 5 points of quirks (but why worry with UnLimited disadvantages?)
  • D) Whatever bonus points you can weasel out for having props, special background material, cool backgound story Written out etc.

Character types allowed:

Any that which would fit in an action-adventure film or pulp novel. [�special' characters need GM permission and secret planning Heh Heh Heh.] Currently a number of characters are working for "Another Government Agency" protecting the American Way of Life'. But Not all..... [Some are merely on the run from their mistakes]

Special Notes:

Player Characters can and have affected the world's timeline/history. Your actions define the future and shape the planet in the Now. Your past artifacts can haunt you in the present/future and your names live forever. Real time events will be used as remembered and noted as well. (for a drop of versimlitude.)

The Year is currently (as of June / July 2001 play time) Summer 1990; the setting, the planet Earth, a somewhat cinematic in style Earth. The world is the result of several other campaigns that have (and will again) affected this Earth's history in odd ways... A Earth that has had a tone at times of a John Woo film or a Republic Western or a LaCarre spy novel. [Or for those with   Wierdness Magnet - a Hammer Studios film ]

Some sample differences to note include a free Cuba (thanks to Justice, Inc.) [ Great casinos and lovely tourist beaches with a banking system that respects privacy] and the ending of the Indo-China War in 1980 [We Won, of course]. Some old maps & place names will be used for the rest of the world. Bruce Lee lives and Col. Oliver North is unofficially dead [Officially blamed for everything by the Reagan Administration he is supposed to be lurking in South America training Mercs] (and Tanya Roberts didn't make it as the fourth Angel).

Some characters form certain telvision programs and films are considered "real" even if later films may have "distorted events or characters for dramatic purposes." [id est Clint Eastwood the actor did make a western with a "man with no name" even if a similar "historical person" did exist in the campaign world. ( Matt Dillon turned down an offer of a US Marshal's badge to become the sheriff of a small quiet town - Dodge City, Kansas.)] Paul Newman has made several critically acclaimed & profitable films about "Sam Slade - Paladin of the West".

Player Characters can Die! [Those 90 pt enemies are really nasty]
Please make a copy of your character for the ref to chuckle over and have some knowledge of your skills and disadvantages for (evil) plotting.

Stat Limits and Forbidden Skills:

Max 16's (unless something else low - usually self regulating due to cost)
Skills? Talents? Advantages? Odd DisAdvantages? If it is not in of the few GURPS books I possess [Psionics/ Fantasy/ Basic/ Old West/ Japan/ China/ Martial Arts/ Rome/ Celtic Myth/ Voodoo/ Compendium I&II/ Mage the Ascension/ Vampire] make a copy of the material for my records. If a Skill/ability is very odd/rare it may cost you more in unusual background costs. If you dream it, Can You RolePlay it? [GM decides on oddities]

Available Technology:

Tech Level 7 in most areas, some beginnings of Tech 8 in Medicine, though most is not available off the shelf. ("Tech 7 in Spaceeee !!" Skylab/Mir level space station, USA/Free World built for better NASA level quality however, orbiting the Earth. Space Shuttle/ Re-usable vehicle program is in operation, bringing supplies to the orbiting station and the Moon.) Congress is debating the funding for a possible manned Mars Mission currently [ Project Date 1994].

Obscure High Energy Physics:

Normal Mana level, though Magic is not well known; those who believe it can't do it, those who can Don't talk about it... (Dangers of Paradox or fear of Powers That Be?)

Only a good level of Esoteric History will say...

  • Reality is like an Onion... Once you remove one layer, there is another, and the tears mayhaps will stop all but the wisest or most foolhardy from seeking to pierce all the veils of secrecy to any core of Truth that some believe exists

House Rules

1.  Combat is done using modified Chambara rules... The number of attacks one has with a melee attack form is based on the normal skill level possessed (not affected by situational or Hit Location modifiers but increases or decreases in Dexterity through magic/Potion or Poison do have an effect).

2.  The Skill Cost chart has been modified for a more Cinematic Physical Chart; although the Mental Skills chart is Unaltered.

3.  Melee weapon parries:

  • If a Physical/Average weapon skill with a 1/2 weapon skill parry is taken as a Physical/Hard skill, the parry becomes 2/3 of the weapon skill instead.
  • If a Physical/Average weapon skill that already has a 2/3 parry is taken at Physical/Hard then the parry becomes "2/3 weapon skill + 1".
